Georgian Double-Lipped Glass Rinser
The scrolling edge with two shaped lips, the sides are faceted above a single knop, the bowl base is star cut.  These rinsers were designed to rinse or chill your wine glass at the table, the lip to take the stem of the upturned glass.
English, circa 1800
